Over past ten years the Partnership for Strong Communities has made significant contributions to advocacy, research and policy on the issues of homelessness, affordable and supportive housing and community development. The Partnership for Strong Communities is looking for an experienced policy analyst to join an accomplished and committed group of professionals and volunteers in a nationally recognized program.
The Senior Policy Analyst will be responsible for researching, analyzing and offering policy recommendations for the optimum use of public/private investments in such areas as the delivery of services and support for individuals and families in supportive and affordable housing. The Senior Policy Analyst will examine how health care reform and other emerging federal and state policy changes will provide opportunities for creating new efficiencies and recalibrating services for these audiences. The Senior Policy Analyst will also work closely with the Reaching Home Campaign (a landmark effort to create 10,000 units of supportive housing in CT), government and private agencies as well as a wide range of policy analysts who focus on employment, community health and housing and community development. Responsibilities include: * Assessing the best opportunities in federal health care reform for increasing housing plus services models, particularly for individuals who are chronically homeless * Analyzing options for developing more effective systems for linking human services offered through mainstream federal and state programs with affordable housing * Utilizing available data to strategically plan for reductions in homelessness and utilization of emergency and institutional services * Developing policy initiatives, including recommendations for legislative actions to achieve a more comprehensive approach to assuring the goals of Reaching Home are met * Collaborating with partner non-profit organizations and with state and federal agencies that contract for services and housing vouchers and that finance housing in order to achieve targeted outcomes Qualifications and Characteristics Desired The successful candidate will be a person of integrity and dedication to the mission of The Partnership. S/he will be knowledgeable and imaginative in human services policy and practice for low-income individuals, with strong analytical and research skills. S/he will be a self-motivated individual who tackles challenges eagerly and works easily in collaboration with peers. S/he must be an effective writer and communicator, able to speak convincingly and passionately about solutions to homelessness, the benefits of affordable housing effectively linked to services and the practice of community development that builds assets and employment opportunities. S/he will bring: Belief in and passion for the mission of the Partnership; * A minimum of 10 years of experience in public policy development and advocacy; * Knowledge about and experience with evidenced based practices in housing and services * Experience working as a facilitator and resource with a network of non-profit organizations * Strong management and supervisory experience, especially with interns and research fellows * A proven ability to work collaboratively as a colleague and team builder; * Demonstrated ability to develop and maintain relationships with a variety of constituencies; * Proficiency in utilizing technology for research and communication. * Innovative thinking with a results focused work ethic.
